प॒तं॒गम॒क्तमसु॑रस्य मा॒यया॑ हृ॒दा प॑श्यन्ति॒ मन॑सा विप॒श्चितः॑ | स॒मु॒द्रे अ॒न्तः क॒वयो॒ वि च॑क्षते॒ मरी॑चीनां प॒दमि॑च्छन्ति वे॒धसः॑ ||
pataṁgám aktám ásurasya māyáyā hr̥dā́ paśyanti mánasā vipaścítaḥ samudré antáḥ kaváyo ví cakṣate márīcīnām padám ichanti vedhásaḥ
Intelligent seers, with their heart and mind, perceive the bird adorned by the magic of the divine being. Sages see it within the ocean. The wise creators seek the path of its rays.
This verse describes how wise and insightful individuals, through deep thought and mental perception, can perceive a divine, bird-like entity that is adorned with the illusory powers of the 'Asura' (a divine being or cosmic force). These sages, like skilled observers, can see this entity even within the depths of the ocean. The verse concludes by stating that the creators or arrangers of the cosmos seek to understand the 'footprints' or traces of this luminous, ethereal being, suggesting a quest for knowledge and understanding of cosmic order.

pataṁgó vā́cam mánasā bibharti tā́ṁ gandharvò 'vadad gárbhe antáḥ tā́ṁ dyótamānāṁ svaryàm manīṣā́m r̥tásya padé kaváyo ní pānti
The flying bird carries speech in its mind. The Gandharva spoke it while in the embryo. Sages protect this shining, heavenly inspiration at the place of order.
This stanza continues the theme of the divine bird, stating that it carries speech or divine knowledge within its mind. It is said that the Gandharva (a celestial musician or spirit) articulated this speech while it was still in its 'womb' or formative stage. This radiant and heavenly speech, which inspires profound thought, is then carefully preserved and nurtured by the sages at the place of cosmic order or sacrifice.

ápaśyaṁ gopā́m ánipadyamānam ā́ ca párā ca pathíbhiś cárantam sá sadhrī́cīḥ sá víṣūcīr vásāna ā́ varīvarti bhúvaneṣv antáḥ
I saw the Herdsman, who never rests, moving forward and backward on his paths. Clothed in united and diverse splendors, he revolves within the worlds.

This being is described as wearing garments that are both unified ('sadhrīcīḥ') and dispersed ('viṣūcīḥ'), suggesting a presence that is simultaneously cohesive and expansive.
