यो राजा॑ चर्षणी॒नां याता॒ रथे॑भि॒रध्रि॑गुः | विश्वा॑सां तरु॒ता पृत॑नानां॒ ज्येष्ठो॒ यो वृ॑त्र॒हा गृ॒णे ||

He who is the king of mankind, the one who moves with his chariots, unrestrained, the conqueror of all armies, the greatest, who is praised as the slayer of Vritra.
This stanza praises Indra as the supreme ruler of humanity, who moves unimpeded in his chariots. He is the vanquisher of all enemy forces and the foremost among those who are sung about. His might and dominance are highlighted.

Let not a godless mortal obtain sustenance. O long-lived one, may you yoke the swift horses, just as Indra yokes the bright steeds.

Instead, it wishes that such a person be cast down by his own friend, the mountain, along with the Dasyu (enemy).

सखा॑यः॒ क्रतु॑मिच्छत क॒था रा॑धाम श॒रस्य॑ | उप॑स्तुतिं भो॒जः सू॒रिर्यो अह्र॑यः ||
sákhāyaḥ krátum ichata kathā́ rādhāma śarásya úpastutim bhojáḥ sūrír yó áhrayaḥ
O friends, desire power. How may we offer praise to the benefactor, the leader, who is never to be harmed?
The speaker addresses his companions, urging them to desire strength (kratum). They question how they can properly praise the generous patron (bhojaḥ), the divine leader (sūriḥ), who is described as Sara (one who moves quickly or bestows), and who is never to be harmed.

With many sages who have prepared the sacrificial grass, you will be praised. That you, O Sara, have given one calf after another.
