I send forth my speech as a message to the Rbhus, and I desire the shining cow. Those who, moved by the wind and by their own swiftness, have become accomplished beings, have in an instant pervaded the sky.
The poet sends forth his words like a messenger to the Rbhus, desiring the 'white cow' which is associated with prosperity or abundance. These Rbhus, described as being swift and inspired by the wind, have quickly accomplished their task, encompassing the entire sky with their prowess.
