Listen, the skilled ones sing praises all around us! Even the birds, speaking in their season, are singing. Just like a Sama Veda singer, it utters both kinds of speech, ruling over the Gāyatrī and Triṣṭubh meters.
This verse describes a bird that sings praises, much like human chanters, and speaks at the right times. It suggests the bird's songs are as skilled and varied as the different Vedic meters (Gāyatrī and Triṣṭubh), comparing its vocal abilities to a skilled singer who knows multiple musical styles.

Oh bird, you sing the Sama chants like an Udgata priest! You recite like a Brahman's son during the Soma sacrifices. Like a powerful stallion approaching a mare, you bring us good fortune from all sides. Oh bird, speak auspicious words to us from everywhere!
The hymn addresses a bird, comparing its singing to a priest chanting Sama Veda and its pronouncements to a priest officiating sacrifices. It further likens the bird's energetic calls to a strong horse approaching a mare, and asks the bird to bring good fortune and auspicious words from all directions.

When you call out, O bird, speak good things to us. When you sit silently, understand our desire. When you fly and call, you sound like a lute! May we speak great words with our heroes in assemblies.
The verse continues to address the bird, asking it to speak good fortune when singing and to think kindly of them when silent. It compares the bird's call while flying to the sound of a lute and expresses a wish for the humans to speak grandly and with brave heroes in assemblies.
