Stanza 9.39.1
आ॒शुर॑र्ष बृहन्मते॒ परि॑ प्रि॒येण॒ धाम्ना॑ | यत्र॑ दे॒वा इति॒ ब्रव॑न् ||
āśúr arṣa br̥hanmate pári priyéṇa dhā́mnā yátra devā́ íti brávan
Flow swiftly, O you of great intellect, with your beloved essence, to the place where the gods declare themselves present.
This verse is an invocation to a deity, possibly Soma or a similar divine essence, addressed with a grand epithet "O thou of lofty thought". The plea is for this divine entity to flow swiftly and powerfully, using its beloved form or essence, towards the place where the gods reside, indicated by the statement "where the gods say". प॒रि॒ष्कृ॒ण्वन्ननि॑ष्कृतं॒ जना॑य या॒तय॒न्निषः॑ | वृ॒ष्टिं दि॒वः परि॑ स्रव ||

Preparing the unprepared, and bringing provisions for humanity, make the rain descend from the sky; flow forth.
This verse continues the invocation, describing the actions of the divine essence. It is preparing what is unprepared, making ready what is not yet ready. It is bringing sustenance or food ('isha') to mankind, and its purpose is to bring down the rain ('vrishṭi') from the sky. The final command is for this essence to flow forth, to stream down.
