The wise understand the origin of beings through his greatness, who firmly established the spacious heaven and earth. He propelled the immense sky forward, and the star spread out in two ways, and the earth also expanded.
This verse speaks of the greatness of a divine being (likely Varuna) who is wise and has established the vastness of heaven and earth. Through his power, he has set celestial bodies in motion, like the star that spreads light across the expanse, and has spread out the earth.

The speaker is contemplating his relationship with Varuna, wondering when he might be in unity with him. He is unsure if Varuna will accept his offerings or if he will be able to look upon Varuna with favor and peace.

The speaker is seeking to understand his transgressions, approaching those who are wise to get answers. Even the wise have told him that Varuna is displeased with him, indicating a cause for Varuna's anger.

The speaker asks Varuna what his greatest transgression is, since Varuna intends to destroy him, his friend and devotee. He implores Varuna, who possesses power and self-control, to reveal the reason and promises to approach him with worship once freed from the transgression.

Release us from the sins of our fathers, and from those which we have committed with our bodies. Release us, O King, from distress, like the wolf that herds cattle, and like Vasishtha from the rope.
The speaker pleads with Varuna to release him from sins, both those inherited from ancestors and those committed by himself. He asks Varuna, the king, to free him from his current troubles, comparing it to freeing a calf from a rope or a sheep-eating wolf from its confinement.

Neither our own strong will, O Varuna, nor intoxication, nor dice, nor anger, nor ignorance. The elder tends to lead the younger astray: even sleep is a promoter of untruth.
The speaker lists potential causes for his wrongdoing and Varuna's anger: not his own steadfast will, but rather seduction, thoughtlessness, intoxication (wine, dice), or anger. He observes that the older generation can easily mislead the younger, and even sleep doesn't prevent the doer of untruth from acting.

I shall perform service for the bountiful Varuna like a devoted servant. I shall approach the god who is easily angered, sinless. The intelligent god makes the unintelligent understand; the wiser god leads the wise to wealth.
The speaker wishes to serve Varuna devotedly, free from sin. He notes that Varuna, the wise god, enlightens the ignorant, while the more knowledgeable deity guides those who are already wise towards greater prosperity and understanding.
