Stanza 5.21.1
म॒नु॒ष्वत्त्वा॒ नि धी॑महि मनु॒ष्वत्समि॑धीमहि | अग्ने॑ मनु॒ष्वद॑ङ्गिरो दे॒वान्दे॑वय॒ते य॑ज ||
manuṣvát tvā ní dhīmahi manuṣvát sám idhīmahi ágne manuṣvád aṅgiro devā́n devayaté yaja
We establish you, O Agni, as Manu did; we kindle you as Manu did. O Angiras, Agni, worship the gods for the sake of those who worship gods, in the manner of Manu.
The stanza is a prayer invoking Agni, addressed as Angiras, to be established and kindled in a manner similar to how the ancient sage Manu did. The aim is to worship the gods, specifically for the benefit of those who worship deities. It emphasizes following the revered practices of Manu in approaching the divine.

Stanza 5.21.2
त्वं हि मानु॑षे॒ जनेऽग्ने॒ सुप्री॑त इ॒ध्यसे॑ | स्रुच॑स्त्वा यन्त्यानु॒षक्सुजा॑त॒ सर्पि॑रासुते ||
tváṁ hí mā́nuṣe jáné 'gne súprīta idhyáse srúcas tvā yanty ānuṣák sújāta sárpirāsute
For indeed, O Agni, you are kindled with great delight among humankind. O well-born one, the ladles come to you in succession, (offering) ghee.
This stanza praises Agni, stating that he is pleased and kindled among humans. It describes the sacrificial ladles moving towards Agni in an orderly fashion, recognizing him as a well-born deity who consumes ghee (clarified butter).

All the gods together have made you, O Agni, their messenger. Serving you, O sage, they praise you, the god, in the sacrifices.
This verse proclaims that all the gods, in unison, have appointed Agni as their messenger. It addresses Agni as a sage (Kavi), acknowledging that humans serve and praise him as a god in their sacrifices.

Let the mortal worship you, O Agni, the god, with divine worship. Shine forth, O brilliant one, having been kindled! You have taken your seat in the abode of Rta; you have taken your seat in the abode of food/herbs.
A mortal worshipper is urged to praise Agni, the god, with devotion suitable for the gods. The stanza then commands the brilliant and kindled Agni to shine and to take his seat in the established places associated with cosmic order (Rta) and sustenance (food/herbs).
