यच्चि॒द्धि ते॒ विशो॑ यथा॒ प्र दे॑व वरुण व्र॒तम् | मि॒नी॒मसि॒ द्यवि॑द्यवि ||
yác cid dhí te víśo yathā prá deva varuṇa vratám minīmási dyávi-dyavi
Oh Lord Varuna, even though we know it, we often fail to uphold your laws, just like people do. We mess up your divine order day after day.

O wise Varuna, you rule over all of heaven and earth. Listen to us as you go on your way.
The speaker addresses Varuna as the wise ruler of the entire universe, encompassing both heaven and earth. They ask him to listen as he proceeds on his divine path.

úd-uttamám mumugdhi no ví pā́śam madhyamáṁ cr̥ta ávādhamā́ni jīváse
Release us from the highest bonds, untie the middle ones, and loosen the lower ones, so we can live.
This is a plea for liberation from all bonds – the highest, the middle, and the lowest. The speaker asks Varuna to release them so they can live freely.
